Gary E Proctor
Gary Proctor was born and grew up in Northern Ireland during the Troubles. He moved to the United States in 2001 and has been working on death penalty cases ever since. He has been first chair in capital cases from the Virgin Islands to Idaho, and a lot of places in between. Gary has been appointed as Learned Counsel more than fifty times, in nine different Districts.
Gary gave the penalty phase closing argument in the last capital trial in Maryland, prior to its abolition, with the jury returning a unanimous life verdict. He also tried the most recent capital case in the United States District Court for the District of Maryland, which resulted in a life sentence.
Gary’s other prominent cases include representing the police officers accused in the Freddie Gray case, as well as members of Baltimore’s Gun Trace Task Force. He has lectured on death penalty issues, served on indigent defense committees and worked collaboratively with teams across the country.
